Winter Gardening

Is it okay to start seeds this time of year (for herbs, like oregano, pennyroyal, thyme, roman chamomile, etc) if their intended use is for indoor containers? Or is it better to start in spring?

I have a south east balcony, east side tends to get very windy. I love plants with big blossoms and bright colours.

I just planted a garden for the 1st time this summer & I have many rose bushes, tomatoes, and a few hydrangeas. What do I do in the winter (I’m in New York State, snow from Nov to March,)? Our winters are usually pretty mild. We usually don’t get a week’s worth of weather under 30 degrees Fahrenheit. The garden is in full sun. There’s lots of humidity and a decent amount of rainfall. can you grow veggies inside during the winter? if so what types? what is needed to do this in the cold Maine winter?
